Petra Seidler, PhD, Recognized for Dedication to Change Management

A widely regarded voice in the field of change management, Dr. Petra Seidler currently serves as a Head of the Regional Infrastructure Development Fund (RIDF) for Afghanistan, a German Government financed program donated with 120 m Euro. The program combines civil engineering with capacity development for government authorities in North Afghanistan. Since 2016, Dr. Seidler is also the founder and president of the Dr. Petra German Medical Clinic in Kabul, maintaining responsibility for overseeing all business operations as the owner of the company.
 
Since its inception in 2017, the health care practice has aimed to provide the German standard of medical care to patients in Kabul, Afghanistan. The practice only employs German doctors who received their qualification in Germany. The specialists at Dr. Petra – GMC boast over 45 years of experience and provide services in gynecology/obstetrics and preventative cancer, in addition to treating stomach disorders, testing for diabetes and heart issues, and conducting physical examinations and immunizations. Just a decade ago, delivering high-impact health care to a wide range of Afghan families was impractical due to the lack of basic health services available in the country. Today, Dr. Seidler’s vision is instrumental in providing greater access to an adequate medical facility.
 
With her knowledge and more than 23 years of experience, she serves as team leader and project manager for donor-financed projects, working on rebuilding government-level infrastructure, such as the power sector, water supply, district heating, roads construction, irrigation and flood protection, schools’ construction. She has worked in donor-financed projects with the World Bank Group, ADB, European Commission, the European Bank for Reconstruction and Development, and KfW Development Bank from Germany. As an independent Change Management Consultant, Dr. Seidler is frequently noted for her expertise in independent finance and management, conceptual work, programming, provision of capacity building, consulting services, executive management, utilities and infrastructure, as well as public relations and media management.
 
Outside of her involvement with the RIDF, Dr. Seidler is driven by her desire to help build stability through economic development. For more than two decades, she has worked to deliver peace to countries during and after war or a natural disaster. Throughout the course of her career, Dr. Seidler has had the opportunity to work in countries such as Afghanistan, Armenia, Kazakhstan, Russia, Ukraine, Uzbekistan, Tajikistan, Egypt and Syria, as a government-level project manager in donor-financed projects. From 2006 to 2010, Dr. Seidler served as a project director and change management consultant for the development, corporatization and commercialization of the National Power Utility Da Afghanistan Breshna Sherkat for the national Ministry Of Finance, the World Bank, and later on, the Asian Development Bank. One of the greatest highlights of her career was her involvement in bringing electricity and thus, light, to Afghanistan.
 
In recognition of her contributions to the global community, Dr. Seidler was recently featured in Elite Women Worldwide, the premier source for prominent and successful female leaders. She is the recipient of the Albert Nelson Marquis Who’s Who Lifetime Achievement Award and is listed among Who’s Who of Professional Women. In addition, she was selected to receive the Silver Medal St. Peter of Honour from the Patriarch of the Russian Orthodox Church for charity in 2008, and for founding and implementing the Easter Music Festival in St. Petersburg, Russia, from 1992 to 1998.
 
A respected authority in the field of change management, Dr. Seidler has enjoyed the challenging nature of her work. She takes great pride in her ability to achieve the best results under very difficult circumstances. Dr. Seidler received formal education at the University of St. Petersburg, where she received a PhD in international economic relations and a PhD in finance credit and procurement. She is also recognized in Germany as a Russian Chartered Translator and a Certified Expert of Consolidation.
 
As Dr. Seidler moves forward with her career, she intends to continue expanding the clinic in Afghanistan. She also plans to write, teach and mentor children while seeking even greater challenges. A results-oriented individual, Dr. Seidler attributes her success to her ability to bring change and results while also recognizing and respecting cultural diversity.
